Key Facts

Is Cookie Casino Legal in New Zealand?

New Zealand gambling law changed with the Online Casino Gambling Act 2026. The Act received Royal Assent on 27 April 2026 and came into force on 1 May 2026. The Department of Internal Affairs (DIA) runs the new licensing system. It will issue up to 15 online casino licences through a competitive auction. Licensed sites can serve Kiwi players from 1 December 2026, and the full regime is expected in 2027.

Offshore operators that served New Zealand before 1 May 2026 can keep running under a transition rule until 1 December 2026. Operators that apply for a licence before that date can stay until the DIA decides their application or until 1 July 2027. Cookie Casino works offshore under its Malta Gaming Authority permit. The DIA had issued no online casino licences at the time of our check, so complaints go to the MGA and not to a Wellington regulator.

The minimum age for online casino play in New Zealand is 18. Licensed operators must check each player’s age, and Cookie Casino already runs these KYC checks. Kiwi players pay no tax on casino winnings. The government taxes operators through the offshore gambling duty instead.

Each player carries the final responsibility. Check the DIA website and the MGA register before you deposit. Set your own limits and treat every stake as money you can lose.

Cookie Casino App and Mobile Access

Our latest check found no official iOS or Android app. Kiwi players can use the mobile website in Safari or Chrome. The mobile version supports login, registration, games and the cashier. Avoid APK files and mirror apps that the official casino has not confirmed.

The site offers an installable web app, the closest option to a native build. It installs from the casino domain, not from a store. Your wallet, bonuses and VIP progress stay in sync with desktop.

Install on iPhone and iPad

1. Open cookiecasino.com in Safari.
2. Tap the Share icon, then choose Add to Home Screen.
3. Check the name and tap Add. The icon opens the site in full screen.

Install on Android

1. Open cookiecasino.com in Chrome.
2. Tap the CookieCasino App button in the side menu or pick Add to Home Screen.
3. Confirm the icon placement in the app drawer.

Login and Cashier on Mobile

Login, deposits and withdrawals all work on a phone. Card payments pass through 3-D Secure. Skrill and Neteller payments finish in the same window. Live dealer tables run in portrait and wide view. The stream lowers its bit rate on a weak signal, which helps on rural NZ connections.

Mobile pros and cons

• Pro: no store download, no manual updates and a small storage footprint.
• Pro: the same promos, tournaments and support channels as desktop.
• Con: no push alerts on older iOS versions and no store rating page to check.

VIP Programme

Enrolment starts on its own after the first deposit. There is no invite list and no application form. The programme has 30 levels, and progress counts in Comp Points, or CPs.

• Earning rate: 1 CP for every 37.50 NZD wagered on pokies. Live dealer bets and RNG tables earn no points.
• Level rewards: early tiers pay free spin bundles on titles such as Elvis Frog in Vegas, Candy Monsta and Penny Pelican.
• Cash rewards start at about 15 NZD at level 10 and rise to a top prize of 150,000 NZD at level 30.
• Exchange rate: 150 CPs convert to 1.50 NZD in bonus funds.
• Wagering: 3x on level-up rewards and 1x on funds from a CP exchange. Each one has a month to clear.
• Crediting: prizes and spins arrive within 24 hours of reaching a new tier.

Two details stay unclear. Cookie Casino does not confirm a personal account manager for high tiers. It publishes no higher withdrawal limits for VIP players. The maths is simple: 150 CPs need 5,625 NZD in pokie wagers. The real value sits in the level prizes, not in the exchange.

Online Pokies

The pokies lobby holds over 2,000 titles, with a working search bar and a provider filter. Mechanics range from classic three-reel games to Hold and Win, Megaways and HyperSpins. Each game page opens a paytable panel with the on-site RTP.

RTP figures come from studio paytables and the on-site game panels. Values change between versions. Open the help panel in the game before you stake real money.

Live Casino

Evolution, Pragmatic Play Live, Ezugi, Vivo Gaming and Authentic Gaming supply the live tables. Streams run in HD from studios with real dealers. Kiwi players can open the round history for every hand.

Table limits appear inside each room, not in the lobby list. Open a table to see the exact minimum. New players can start on a single zero roulette wheel or a low limit blackjack seat. Move to the game shows once the pace feels comfortable.

Each spin stays independent, even after a long losing run. Set a budget before you open the cashier and stop when it runs out.
